Job registration requirement: employers are conscientious

An initial report on compliance with the job registration requirement issued by the State Secretariat for Economic Affairs (SECO) shows that employers perform their duties conscientiously. The threshold for occupations subject to registration was lowered on 1 January 2020, as reflected in the new Swiss Standard Classification of Occupations.

The requirement for employers to register their job vacancies was introduced on 1 July 2018. Employers are obligated to register vacant positions in certain types of occupations with high unemployment rates. In this way, jobseekers registered with the regional employment centres (RAV) can be given exclusive access to these jobs during the first five working days. During the transition period from 1 July to 31 December 2019, employers were required to register job vacancies in occupations with an unemployment rate of 8% or more. On 1 January 2020, this threshold was lowered to 5%.

Successful beginning

SECO published an initial report on 1 November 2019. The aim was to verify whether companies comply with their job registration requirement via the www.work.swiss platform. The report confirmed that the requirement has been implemented efficiently and in compliance with the law. The administrative processes among the parties involved are proving functional and jobseekers are increasingly making use of this information advantage.

Expectations exceeded

Since the job registration requirement was introduced, the number of registered jobs has increased dramatically and has stabilised at a high level. The number of vacancies exceeded expectations almost threefold. The hotel/restaurant, construction and industrial sectors account for over 80% of the registered jobs.

In 98% of cases, the RAV verified the registered vacancies within one day. In the three days following the publication of job vacancies, employers and private employment agencies received at least one application dossier for more than half of their vacancies. Subsequently, 91% of the employers gave feedback to the RAV. SECO’s evaluations show that at least 4,800 jobs have been created from 64,000 registrations.

New Standard Classification of Occupations and list of occupations subject to the registration requirement

The Swiss Standard Classification of Occupations (CH-ISCO-19) was revised by the Swiss Federal Statistical Office in cooperation with SECO and after consultation with employers’ and professional associations. SECO subsequently published the revised list of occupations subject to the registration requirement for 2020 at www.work.swiss.
